Low-Cost Franchises Ranked In The Franchise 500 You Can Start With Under $25,000

A handful of travel and cleaning franchisors ranked in Entrepreneur’s Franchise 500 let aspiring owners launch businesses for a fraction of the usual startup cost.


For entrepreneurs with limited savings, franchising can cut the uncertainty of building a company from scratch. Several highly ranked brands now advertise initial outlays below $25,000 while offering training, software and marketing support to speed the path to revenue. Among the options, commercial cleaning and travel agencies stand out: established names in those sectors are expanding rapidly and recruiting owner-operators who want a flexible, often home-based, business model.


Commercial-cleaning concepts on the list include Stratus Clean, Corvus Janitorial Systems and Jan-Pro Cleaning & Disinfecting. Stratus, founded in 2004, recently surpassed 5,100 locations and saw its network grow by about one-half over three years; its minimum total cost to join starts at $4,725, with only $2,000 in cash suggested. Corvus, also launched in 2004, has roughly 2,538 units and expanded by nearly half in the same period; its initial outlay begins at $7,575. Jan-Pro is the largest of the group with about 12,756 franchises and a growth rate close to one-sixth over three years; the franchise fee structure and training program let some owners begin part time and scale up. All three cite in-depth onboarding, proprietary tools and territory support intended to reduce early mistakes for new operators.


On the travel side, Dream Vacations and Cruise Planners are top-ranked, low-cost entries. Dream Vacations, dating to the early 1990s, has about 2,576 advisors and grew by roughly three-eighths over three years; its investment band starts near $2,290. Cruise Planners counts about 3,189 owners and expanded by around one-sixth during the same window, and has the smallest advertised startup requirement — as little as $1,945 — with franchise fees that can begin under $1,000. Both companies market home-based, part-time-friendly setups, waive or discount fees for veterans in certain cases, and promise training plus technology to help agents sell packages without prior industry experience.


Industry observers say low entry costs are driving interest but warn buyers to scrutinize recurring fees and local demand. A franchise consultant interviewed for this report pointed out that "a modest initial cash requirement doesn't eliminate operating expenses," and advised prospective owners to model six to 12 months of working capital and conservative revenue. Local market saturation, client acquisition costs and contract terms for royalties and advertising payments remain the variables that most affect whether a low-cost franchise is profitable.


For anyone considering one of these ranked brands: request the franchisor’s disclosure document, compare territory protections and talk to existing franchisees about onboarding and first-year revenues. Low upfront investment lowers the financial barrier, but success usually depends on disciplined sales work, service quality and careful planning.
